Metro dispute over station entrances to delay tenders

The metro, the largest national project in Israel, requires a large capital and a commitment to time tables to build an underground rail network that extends 24 local authority in the Tel Aviv region, with more than 100 stations. Now, the dispute over the number of entrances and exit in the stations can delay the project.

The three metro lines are scheduled to start working gradually between 2034 and 2040. According to the presentation presented by the mass transportation system in NTA, NTA will start in 2025, in 2025, land and property expenses will start and start to start excavations, and will participate in the audio shield For residential apartments adjacent to work centers.

In 2026, NTA is due to the deployment of tenders for the Infra 1 stage, which includes drilling tunnels and stations, and after a year, this is due to the deployment of bids for the Infra 2, which includes the installation of systems, demand equipment and trial runs. In 2028, according to the schedule, drilling work will begin in this field.

However, there is concern that the tenders that are scheduled to be published next year will be delayed. This is because the Israel Planning Management Group is that there will be 2-5 exits from each metro station, but NTA explained this as a maximum guidance principle, and one exit planned in many stations. The case was brought to the National Infrastructure Committee, which was surprised by the vision of NTA planning, and ordered it to re -plan a large part of the stations again, so that there are more exits and entrances from them, unless there is an engineering problem to do so.

NTA believes that one exit will lead to a more efficient traffic flow, with complications from the left underground and less damage to urban life above Earth. The Israel Planning Department refuses to accept this approach. As part of legal planning, many stations had multiple entrances and exits, with the intention of expanding the positive effect of metro stations on the urban environment. Industry sources export planning a cabinet, while others offer this as a professional disagreement.

Many challenges

However, the detailed stages of planning for the three lines are just one challenge between many who may affect the project schedules and lead to delay. The metro law, which was approved after a great delay, is supposed to be created in planning for the project, and gives it priority and removes the regulations, but from the experience gained in previous projects, and the lack of coordination between government agencies – and certainly with those outside it, such as telecommunications companies – creates gaps In planning and budget estimates, as well as in time tables.

The ministries of finance and transport also faced more than two years to agree on the director of the metro body – the designated government agency to remove obstacles belonging to the project, which have not yet been established. Only next month, a new research committee will be held by the Director of the Authority, after the previous operation that lasted for years witnessed that the main candidates are withdrawing from the race.

In addition, according to the plan, the NTA will have to survey 40 million cubic meters of the excessive landfill from the city center, and build an independent power plant to provide electricity to the metro. NTA will have to employ a large number of foreign engineers and workers, while Israel remains an attractive destination because of the war. It will have to build huge logistical centers, as well as encourage Israeli factories to produce slices in the form of arched concrete panels to line up on the tunnels, which will require 1.25 million units.

Parallel to having to build an underground transportation system, which will carry two million passengers per day, the financing model is created. Besides 50 % financing from the state budget, 25 % of urban financing will also come through taxes and 25 % of the enhancement of value as a result of real estate improvements that will need to grow along with the construction of the project. NTA will need to encourage the real estate management company, and it may create it that will deal with construction above stations, train warehouses and transportation centers that will be built.

Reducing the consequences of war

The annual economic benefits estimated from the metro are 25-30 billion New, and these are attributed to improved travel times, savings in vehicle maintenance and parking lots, and wider effects such as condensation between business centers, which creates efficiency, land savings and urban improvement.

From the materials transferred to the contractors, it seems that the Ministry of Finance sees that the project is one of the tools necessary to alleviate the heavy economic consequences of the war, which includes an increase of 195 billion NIS in a deficit of 2023-2024, along with a fixed increase of 20 billion NIS in the defense budget and the expected growth Negative.

The Israel Planning Department said: “The administration is working in cooperation with NTA to ensure optimal planning for metro stations, so that the designed stations are designed to enable the best passengers service. As part of this, coordination meetings are held between the planning department and NTA, where all aspects of each station are examined .

NTA said, “As in any planning process, and certainly complicated like the metro network planning, several rounds of mitigation are held between Israel Planning and Director of Planning, and the same applies with regard to the number of entrances in the stations. Discussions are held in full cooperation, with the aim of improving and simplifying Passenger service.
